Bills Legend Jim Kelly Calls for NFL to Investigate Ron Torbert's Officiating Crew After Controversial Calls in 30–13 Loss to Miami Dolphins
Buffalo, New York – November 10, 2025
After the Buffalo Bills’ disappointing 30–13 loss to the Miami Dolphins, Jim Kelly, Hall of Fame legend and former quarterback for the Buffalo Bills, publicly called for the NFL to investigate the officiating crew led by referee Ron Torbert following a series of controversial calls that he believes negatively impacted the team, especially after key moments in the game.

The controversial moment occurred in the 3rd quarter, when Bills QB Josh Allen was hit late by Dolphins defensive lineman Christian Wilkins after releasing the ball. Even though the hit happened after Allen had thrown the pass and could have been called for roughing the passer, no penalty flag was thrown. This non-call left the Bills players and fans frustrated, especially when Allen was forced off the field for an evaluation, adding to the tension on the sidelines.
“I’ve been watching football for over 40 years, and I’ve never seen the trust of fans – especially Bills fans – tested like this,” Kelly shared. “One missed call can be forgiven, but when it’s a series of bad calls that put players at risk, that’s not just bad officiating, it’s an issue of integrity. The NFL needs to address this, and they need to act fast.”
Under Ron Torbert’s crew, the Bills were flagged eight times for 85 yards, while the Dolphins were penalized only two times. Several questionable no-calls, including the late hit on Josh Allen and a pass interference call that was missed on Dolphins’ Xavien Howard, led to widespread anger from Bills fans and the team.
While the NFL has yet to release an official statement, internal sources confirmed the league is reviewing the relevant plays. Whether accountability will follow remains uncertain, but the public outrage and frustration from fans suggest that the NFL will need to respond to this controversy.
Jim Kelly’s comments reflect his ongoing passion for the Buffalo Bills and the game of football. His voice still holds weight in Buffalo, and when he speaks, the league listens.
For Bills Mafia, this isn’t just about penalties. It’s about respect, integrity, and ensuring that the game is fair for all teams. Buffalo deserves better, and Jim Kelly will continue to stand firm in calling for justice.
