Under the framework of the plan, the Packers are expected to fully finance the primary construction of the towers and the core components of the complex, aiming to minimize reliance on public funding for the main structural build.

On the city side, officials would prioritize support for surrounding infrastructure, including road enhancements, expanded utilities, structured parking solutions, and improved transportation access to ensure the district can handle game-day surges as well as daily activity throughout the year.

The agreement emphasizes community accessibility as a foundational pillar, with dedicated public-facing spaces and fan-focused experiences designed to ensure the development becomes more than just a high-end real estate venture.

Inside the four towers, the Packers plan to introduce a flagship Packers Pro Shop, featuring exclusive merchandise drops, historic throwback collections, and limited-edition memorabilia tied to key moments in franchise history.

A major highlight of the complex is the proposed Packers Heritage Museum—a large-scale destination celebrating championship eras, iconic memorabilia, legendary players, and immersive, interactive exhibits that bring decades of football tradition to life.

According to internal projections associated with the project, the four-tower complex could generate approximately $50 million in annual revenue for the organization once fully operational.
